Apply for a New Passport

Eligibility: 

A Sri Lankan citizen by descent or by registration can apply for a Sri Lankan Passport. Sri Lankan citizens who have applied for, and gained, refugee or asylum status in another country are not entitled to a Sri Lankan passport, in accordance with Sri Lankan Immigration Laws. However, they are eligible to apply for temporary travel documents for the sole purpose of returning to Sri Lanka.

Note:

  • Ordinary passports are valid for 10 years from the date of issuance unless otherwise endorsed. A new passport should be obtained on the expiry of 10 years from the date of issue, or if there are no pages for visa endorsements.
  • Applicants are advised to apply for the new passports in advance with all required documents below. These applications are processed by the Overseas Missions Branch at the Department of Immigration & Emigration, Colombo.
  • Please note that all supporting documents should be submitted in originals with 01 set of photocopies of each, on one side of A4 size paper along with the duly completed passport application

Required documents: 

  • Duly completed passport application Form- “K35A”. Filled-in block capital English letters. Sample Application Form for Renewal of a Passport
  • Applicants who are visiting this Embassy must place the signature in the presence of the Embassy Officer.  Applicants who wish to send the application by post must certify their signature in the application by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public.
  • Applicants who visiting this Embassy must place the signature in the presence of the Embassy Officer Applicants who wish to send the application by post must certify their signature in the application by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public.
  • Four clear coloured photographs as per the specifications for Sri Lankan passport photos. The Photographs must meet the specifications indicated by the guidelines mentioned.
  • Current Passport OR attested copies of the passport (Pages 2,3,4 & 5) by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public.
  • Original birth certificate OR attested copy of the birth certificate by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia  & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public. Please note that an original birth certificate or a certified copy of the original birth certificate should be issued by the Registrar General Department/ District Secretariat/ Divisional Secretariat or from a Sri Lankan Embassy. English translation of the birth certificate nor e-DAS attested copy shall be considered as the original. Photocopies certified by the other parties and translators will not be accepted.
  • Valid residence permit OR attested copy of the residence permit by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public. If the applicant is currently in the process of visa extension/renewal, a letter/status of the visa application from the resident country’s Migration Agency should be submitted. The letter must be in English. A copy of the expired visa should be also submitted in this case.
  • If available, copy of the Sri Lankan National Identity Card (N.I.C).
  • If applicable, dual citizenship certificate and foreign passport OR attested copies of the dual citizenship certificate and the foreign passport by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public.
  • If the applicant was born outside Sri Lanka and over 21 years of age those applicants need to submit an affidavit affirming that they will retain Sri Lanka citizenship .

Following additional documents are required for specific requirements

  • Professional/ Academic Certificate / Letter from Employer, if the applicant desires to include his/her profession in the passport. The document provided must be in English.
  • Marriage certificate, if a married female applicant wishes to have her husband’s surname included/changed from maiden name in the Passport. Original marriage certificate OR  Attested copy of the marriage certificate by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public should be submitted. Translations of Sri Lankan marriage certificate is not accepted. If the registration of marriage has taken place outside Sri Lanka, the English translation should be authenticated by the relevant country’s Foreign Ministry. Photocopies certified by the other parties and translators will not be accepted.

Submission of Biometric Data in Sri Lanka

As per Section 35(a) of the Immigrants and Emigrants Act No 20 of 1948 as amended in 2015, the Department of Immigration and Emigration is required to collect Biometrics from passport applicants. The Department has introduced a new procedure to collect the fingerprints of passport holders whose passport has been issued through Sri Lanka Diplomatic Missions after 01st November 2017. The procedure requires every passport holder aged 16- 60 years to provide biometrics (fingerprints and digital face image) to the Department upon their first entry to Sri Lanka. You are advised to arrange your travel in a way that allows sufficient time to provide your biometrics to the department. Biometrics can only be submitted at the locations below on any working day between 8am-2pm except public holidays).

Biometrics cannot be provided at the airport. You are advised to provide your biometrics prior to departure from Sri Lanka, as failure to do so will prevent you from leaving the country.

Biometric  data acquisition is conducted free of charge. No payments are required.

Lost /Stolen Passport

 

If your passport is lost/stolen:
 

It is the responsibility of the holder to inform the concerned authorities immediately. Failure to do so may result in your passport being used for illegal purposes, and you might become liable for aiding and abetting an offence. So, when your passport lost or stolen, immediately make a complaint to your local police station in your country of residence and apply for a New Passport.

Details of passports reported stolen or lost are entered in the Stolen/Lost Passport System of the Department of Immigration & Emigration, Sri Lanka, & automatically shared internationally through INTERPOL to prevent misuse. Passports reported stolen or lost are invalidated, and cannot be used for travel. If a passport reported stolen or lost is recovered, it cannot be re-validated.

A Sri Lankan citizen by descent or by registration can apply for a Sri Lankan Passport under the lost passport category.

Required documents:

  • Police Report obtained from the country where the passport was reported lost/stolen. The police report should be made available in English.
  • Four clear coloured photographs as per the specifications for Sri Lankan passport photos.  The Photographs must meet the specifications indicated by the guidelines mentioned.
  • Copy of the bio-page of the lost passport (if available)
  • Original birth certificate OR attested copy of the birth certificate by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothenburg), Norway (Bergen & Kristiansand) OR by a Notary public. Please note that an original birth certificate or a certified copy of the original birth certificate should be issued by the Registrar General Department/ District Secretariat/ Divisional Secretariat only or from a Sri Lankan Embassy.   • A copy of the Sri Lankan National Identity Card (N.I.C), if available.
  • If applicable, Dual Citizenship Certificate and foreign passport OR attested copies of the dual citizenship certificate and the foreign passport by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia  & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public.
  • Professional certificate letter (if the profession is to be included in the passport)
  • Marriage certificate, (only if you have changed your name after Marriage) -Translations not accepted

Applicable Fee and Processing Time

Applicable Fee:
  • Submission of application with a copy of the lost/stolen passport  – SEK 3545
  • Submission of application without a copy of the lost/stolen passport  – SEK 4495
  • Postage within Sweden – SEK 140 (single service fee)
  • Postage outside of Sweden – SEK 180 (single service fee)
  • Photocopies taken by the Embassy in case of non-submission of copies of original documents) – SEK 50
  • Bank fee (cross border transfer) – SEK 50
  • The Embassy does not accept PAYMENTS MADE BY CHEQUES. If paid by the Debit/Credit Cards (Only VISA and Master cards), Bank commission of 1.5% will be added to the payment.
Processing time: 
  • The issuing authority of new passports is the Department of Immigration and Emigration of Sri Lanka Colombo. Therefore, the total processing time for a new passport is normally 3-6 months, from the date of submission of the completed application. Usually the Embassy forwards the applications received, to the Department of Immigration through the Foreign Ministry once a week. The Embassy cannot guarantee the issuance of passport within a specific time period.
  • When the Embassy has received the processed new passport, the applicant will be informed by a SMS/email to the given contact details. The passport will be issued only to the applicant. If the applicant is a child below 16 the parent who applied could receive the passport.

Non Machine Readable Passport (NMRP)/ Emergency Passport

 

Eligibility: A Sri Lankan citizen by descent or by registration can apply for Non-Machine Readable Passport.

Note:

  • A Non-Machine Readable Passport (NMRP) can be issued in lieu of a lost/stolen/expired/damaged passport of a Sri Lankan national, ONLY to return to Sri Lanka in case of an emergency.
  • NMRP is valid only for ONE month (30 days) from the date of issuance.
  • Please note that Embassy will NOT take any responsibility to applications and documents which are NOT duly received to the Embassy premises.
  • All supporting documents should be submitted in originals with 01 set of photocopies of each, on one side of A4 size paper along with the duly completed application.

Required Documents:

  • Duly completed passport application Form- “K35A”. Filled-in block capital English letters.  Sample Application Form for Non-Machine Readable Passport
  • Duly completed lost passport complaint form (included in the K35 A Application Form) (in case of lost/stolen passport).
  • Police Report obtained from the country where the passport was reported lost/stolen. The police report should be made available in English.
  • Affidavit of non-acquisition of citizenship of a foreign country/refugee/asylum status (included in the K35 A Application Form) (in case of lost/stolen passports).
  • Letter requesting NMRP/Emergency passport with supporting documents to support the reason/s to return to Sri Lanka in an urgency
  •  Reservation of a flight ticket (at least 14 days in advance)
  • Four clear coloured photographs as per the specifications for Sri Lankan passport photos.  The Photographs must meet the specifications indicated by the guidelines mentioned.
  • Current Passport (in case of expired passport only) OR attested copies of the passport (Pages 2,3,4 & 5) by the Honorary Consul of Sri Lanka in the country of residence  (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothernburg), Norway (Bergen & Kristiansand)) or by a Notary public.
  • Original birth certificate OR attested copy of the birth certificate by the Honorary Consul of Sri Lanka in the country of residence  (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public. Please note that an original birth certificate or a certified copy of the original birth certificate should be issued by the Registrar General Department/ District Secretariat/ Divisional Secretariat only or from a Sri Lankan Embassy. English translation of the birth certificate nor e-DAS attested copy shall be considered as the original. Photocopies certified by the other parties and translators will not be accepted.

  • If applicable, Dual Citizenship Certificate and foreign passport OR attested copies of the dual citizenship certificate and the foreign passport by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothernburg), Norway (Bergen & Kristiansand) or by a Notary public.

Additional Documents that may be required:

  • Consent letter signed by both parents. Both Parents must sign the consent letter for the child.  If the parents wish to submit the child’s passport application in person at the Embassy in Stockholm, both parents should place their signature in the ‘Consent Form’ in the presence of the Embassy officer. If the parents wish to submit the application by post, or if only one parent intends to come to the Embassy to submit the application, signature of both parents in the ‘Consent Form’ should be placed before an Honorary Consul of Sri Lanka (Estonia, Finland, Iceland, Latvia, Sweden (Gothenburg) & Norway (Bergen & Kristiansand) OR  in the presence of an authorized notary public in your country of residence.
  • Other appropriate documents (such as decision of the court if parents are divorced, death certificate if one or both parents are deceased, documentary evidence with regard to the legal guardianship/custody of the minor).
  • If the child was born outside Sri Lanka, Citizenship Certificate or attested copy by the by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public OR Payment Receipt for Citizenship (if applying for the first time).
  • Current passports of the parents  OR attested copies by the by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public.

Processing Time :

NMRP Passport is issued on the same day in the event of an emergency situation to return to Sri Lanka.

Application for a Passport for a new-born child/ first-time passport (under 16-years of age)

 

Eligibility

Children born to Sri Lankan parents by descent or by registration can apply for a Sri Lankan Passport.

At least one parent must be a Sri Lankan Citizen at the birth of the Child.

Note:
  • The applicant/declarant should be the child’s parent/legal guardian.
  • If the parents wish to submit the child’s passport application in person at the Embassy in Stockholm, both parents should place their signature in the ‘Consent Form’ in the presence of the Embassy officer. If the parents wish to submit the application by post, or if only one parent intends to come to the Embassy to submit the application, signature of both parents in the ‘Consent Form’ should be placed before an Honorary Consul of Sri Lanka (Estonia, Finland, Iceland, Latvia, Sweden (Gothenburg) & Norway (Bergen & Kristiansand) OR  in the presence of an authorized notary public in your country of residence.
  • For minor applicants who are unable to sign, parents can write a part of the child’s name (first name preferable) in the signature cages. (Parents must not place their signature or write their own name on the child’s passport application)
  • As per the current regulations of the Department of Immigration and Emigration, Sri Lanka, the validity period of the passports issued to children below age of 16 at the time of issuance of passport has been restricted for 3 years.
  • However, the parents may provide a written request for the issuance of a passport with 10-year validity for their child under the age of 16-years. The issuance of a 10-year valid passport for a minor is subject to the approval of the issuing Authority.
  • In case of a child born outside Sri Lanka whose birth & citizenship has not been registered within 12-months of childbirth, the application for a passport for your child will only be accepted and processed once the Embassy has issued the birth certificate of your child upon the approval of the Department of Registrar General of Sri Lanka. Therefore, in such a case you are requested to handover an application for a passport for the child only once the birth certificate for your child has been issued, along with the child’s Citizenship certificate and/or payment receipt for the Citizenship application. Once the Birth Certification of the child has been issued you may follow the procedure as stipulated below to apply for a passport for the child.

Required documents:

  • Valid residence permit OR attested copy of the residence permit card by the by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia  & Sweden (Gothenburg), Norway (Bergen & Kristiansand)) or by a Notary public, of the child (if available) and of both parents.   • Foreign passport of the child (if one parent is a foreign national) OR attested copy the foreign passport by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia  & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public.
  • Consent letter signed by both parents (format included in the passport application form).  : Both Parents must sign the consent letter for the child.  If the parents wish to submit the child’s passport application in person at the Embassy in Stockholm, both parents should place their signature in the ‘Consent Form’ in the presence of the Embassy officer. If the parents wish to submit the application by post, or if only one parent intends to come to the Embassy to submit the application, signature of both parents in the ‘Consent Form’ should be placed before an Honorary Consul of Sri Lanka (Estonia, Finland, Iceland, Latvia, Sweden (Gothenburg) & Norway (Bergen & Kristiansand) OR  in the presence of an authorized notary public in your country of residence.
  • A Passport with validity for 10 years for a child under 16 years of age is issued with a special request from the parents (format included in the passport application form).
  • Other appropriate documents (such as decision of the court if parents are divorced, death certificate if one or both parents are deceased, documentary evidence with regard to the legal guardianship/custody of the minor).
 
 

Amendment of the Sri Lankan Passport

A Sri Lankan passport holder may apply for amendments of the data included in his/her passport and if the request is accepted by the Department of Immigration & Emigration, Sri Lanka, all such amendments will be included in the observation and alterations page.

Documents Required: 
  • Duly completed application form (Form ‘O’). Fill the application using English Block Letters. Use individual forms per amendment necessary amendments
  • Applicants who are visiting this Embassy must place the signature in the presence of an
    Embassy Officer. Applicants who wish submit their application by post must certify their signature in the application by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia & Sweden (Gothenburg), Norway (Bergen &
    Kristiansand) or by a Notary public.
  • Current Passport OR attested copies of the passport (Pages 2,3,4 & 5) by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public.
  • Documentary evidence to prove the accuracy of the alteration or amendment (original birth certificate/marriage certificate, etc.) Please note that an original Sri Lankan birth/marriage certificate or a certified copy of the original birth certificate should be issued by the Registrar General Department/ District Secretariat/ Divisional Secretariat only. English translation of Sri Lankan birth/marriage certificates nor e-DAS attested copies shall be considered as the original.
  • If a married female applicant wishes to have her husband’s surname included/changed from maiden name in the passport, consequent to marriage and if such marriage registration has taken place outside Sri Lanka through a foreign authority, the English translation should be authenticated by the relevant country’s Foreign Ministry. Photocopies certified by the other parties and translators will not be accepted.
  • Valid residence permit OR attested copy of the residence permit card by the Honorary Consul of Sri Lanka in the country of residence (Estonia, Finland, Iceland, Latvia  & Sweden (Gothenburg), Norway (Bergen & Kristiansand) or by a Notary public.
  • If the applicant is currently in the process of visa extension/renewal, a letter/status of the visa application from the resident country’s Migration Agency should be submitted. The letter must be in English. Copy of the expired visa should be also submitted in this case. Photocopies certified by the other parties and translators will not be accepted.
  • Letter from the applicant requesting the amendment of the passport
  • In case of amendment of name on the passport of a minor, consent of both parents should be submitted.

Please Note that applicant’s can only request for an amendment in their passport ONLY if : 

  • Name change is due to filling of incorrect details in the passport application
  • Surname change after marriage
  • Change of Profession
