Registration of Birth outside Sri Lanka

 

We are pleased to assist you to register the birth  of your child under Section 16 or Section 24 of the Birth Registration Act of Sri Lanka, and

The following important regulations may be noted in this regard:

  • An application for registration of a child born in Sweden/Denmark, Finland/Iceland/Latvia/Lithuania or Norwy could be submitted to this Embassy.
  • In normal curcumtances an application for registration of a birth must be made within 03 months of the birth. If the application is made after 03 months, the reason for the delay should be given in writing when making the application.
  • If an application is submitted to register the birth after 12 months of child birth (after one-year), the Embassy is required to obtain the approval of the Registrar General’s Department, Colombo. In this case, the application is sent to the Registrar General’s Department for approval and takes a longer processing time to issue a Birth Certificate of a child born more than a year ago.
  • Only the Sri Lankan father or mother of the child can submit and application for registration of birth of a child. The applicant mother of father should be a Sri Lankan citizen or a dual citizen of Sri Lanka at the time of the child’s birth If both father and mother had become Citizens of another country at the time of the child’s birth, your child is not eligible for Sri Lankan birth registration. If only one parent had held the Sri Lanka citizenship (or dual citizenship) at the time of the birth of the child, that same parent should be the “declarant” of the birth.
  • When an application is made for the registration of birth, an application for the registration of the child under the Citizenship Act should also be made.  The application for Citizenship is forwarded to the Citizenship Division of the Department of Immigration & Emigration in Colombo, which will process the application and issue the Citizenship Certificates to the Embassy for onward transmission to the applicant.
  • If you wish to obtain a passport for your child, you can submit an application for the passport along with the applications for the regstration of birth and citizenshp. However, please note that the application for a passport will be only processed after the issuance of your child’s birth certificate.

Required documents:

  • Duly filled declaration of birth within 3 months (if applicable) Form B4 under Section 16.
  • Duly filled declaration of birth after 3 months of childbirth (if applicable) Form B6 under Section 24  In case if application is made after three months of childbirth; Reasons for Non-Registration of birth & citizenship of child within three (03) months should be also submitted.
  • Original Overseas Birth Certificate/Population Registry Extract of the Child (Issued by the relevant authorities in the country of birth- in English)
  • Original Birth Certificates of the parents OR attested copies  by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothernburg), Norway (Bergen & Kristiansand)) or by a Notary public.
  • Original Marriage Certificate of the parents OR attested copies  by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothernburg), Norway (Bergen & Kristiansand)) or by a Notary public.
  • Sri Lankan Passports of the parents OR attested copies  by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothernburg), Norway (Bergen & Kristiansand)) or by a Notary public.
  • Original Visa of the parents OR attested copies  by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothernburg), Norway (Bergen & Kristiansand)) or by a Notary public.
  •  If the applicant is currently in the process of visa extension/renewal, a letter/status of the visa application from the resident country’s Migration Agency should be submitted. The letter must be in English/an English translation, counter-authenticated by the Foreign Ministry of the country of residence. Please also submit in this case a copy of the expired visa.
  • Photocopies certified by the other parties and translators will not be accepted
  • Original visa of the child (IF available) OR attested copies  by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothernburg), Norway (Bergen & Kristiansand)) or by a Notary public.
  • If applicable, dual Citizenship Certificate and foreign passport OR attested copies of the dual citizenship certificate and the foreign passport  by the Honorary Consul of Sri Lanka in the country of residence    (Estonia, Finland, Iceland, Latvia,  & Sweden (Gothernburg), Norway (Bergen & Kristiansand)) or by a Notary public.
  • Affidavit relating to Paternity/Maternity should be submitted by parents who were unmarried at the time of childbirth.

Submission Procedure:

The following important points may be noted :

  • The applicant/declarant should be the child’s parent/legal guardian. Documents concerning registrations for Birth & Citizenship should be submitted by one of the parents or the legal guardian.
  • A minimum of two back-to-back appointments are encouraged for submissions of Birth, Citizenship and Passport applications for the child.
  • Sri Lankan certificates (birth and marriage certificates) should be issued by the Registrar General Department/ District Secretariat/ Divisional Secretariat or from a Sri Lankan Embassy. English translation of the birth certificate nor e-DAS attested copy shall be considered as the original.
  • Photocopies certified by the other parties and translators will not be accepted.
  • English translations should be produced for all foreign documents. If required, authenticated by the relevant Foreign Ministry.

Applicable Fee

  • Fee for the Registration of Birth – SEK 388
  • Issuance of certified copy of a Birth Certificate – SEK 231
  • Delayed surcharges (Registrations over one year of child birth) – SEK 60 per year
  • Postage within Sweden – SEK 140 (single service fee)
  • Postage outside of Sweden – SEK 180 (single service fee)
  • Photocopies taken by the Embassy in case of non-submission of copies of original documents) – SEK 50
  • Bank fee (cross border transfer) – SEK 50
  • The Embassy does not accept PAYMENTS MADE BY CHEQUES. If paid by the Debit/Credit Cards (Only VISA and Master cards), Bank commission of 1.5% will be added to the payment.
